Courtesy visit by IGAD and representatives of the Kenya South Sudan Liaison Office

Representatives of the Kenya South Sudan Liaison Office (KESSULO) visited the Council on Tuesday 17th September 2024 where they were received by the Deputy Chairperson, Hon.Dr.Lorna Luduro.

The visit which was organised under the auspices of the IGAD Mission to South Sudan was led by Amb. David Kwaje with the aim of understanding the level of capacity within the Council in preparedness for elections and assess how the Council can be assisted to build on its Institutional Capacity.

The Kenya South Sudan Liaison Office (KESSULO) was established in 2005 within the Office of the President of the Republic of Kenya following the signing of the Comprehensive Peace Agreement (CPA), an accord signed on 9 January 2005, by the Sudan People’s Liberation Movement (SPLM) and the Government of Sudan which was meant to end the Second Sudanese Civil War and develop economic and democratic governance countrywide. The initiative by the Kenyan Government was to create this liaison Office to support South Sudan to build their Institutions with KESSULO as the one stop in matters of peace and development of South Sudan having to-date trained 8,500 government officials of the Republic of South Sudan.

Ambassador David Kwaje, Head of IGAD Mission to South Sudan who was accompanied by personnel from the Mission enunciated the Mission’s collaboration with KESSULO towards support to the Council. Maj. (Rtd) Abel Rotich, Secretary to Kenya-South Sudan Liaison Office  was accompanied by the Director Communications, Jane Kishoiyan; Director Governance, Nicholas Kibet and the Director Planning, Evans Yoma.

He was able to share KESSULOs’ key agenda in respect to Regional Integration stating that the immediate purpose of their visit to the Council was with the intention of conceptualizing a benchmark visit to Kenya so that the Council can learn,share experience and knowledge with Institutions mandated with similar responsibilities as that of the Council in Kenya namely: The Office of the Registrar of Political Parties; The Political Parties Dispute Tribunal; and the Office of Political Parties within the Independent Electoral and Boundaries Commission.

The Deputy Chair of the Council was able to share the vision of the Council and highlighted some of the areas where the Council seeks support.

The Political Parties Council is mandated to register and/or deregister, regulate and monitor activities of political parties under Section 21 of the Political Parties Act, 2012 as (amended) 2022
